Unidentified gunmen onboard two motorcycles shot Ilagan inside his white Mitsubishi vehicle as he was driving.
Police said Ilagan’s killing could be drug-related because of his alleged links to drug personalities in the barangay.
But in an interview, Ilagan’s family members and barangay government workers dismissed the drug angle, saying the slain councilor was a good man who never got involved in the illegal trade.
